Deputy Housing and Local Government Minister Datuk Peter Chin declined to name the State Governments, but said their failure was a big letdown to the Federal Government.
He said the States were not keen to develop low-cost housing projects because the ventures were often not profitable.
However, he said funding can be obtained from the Federal Government.
"What they (State Governments) can do is indicate the number of low-cost houses they want to build based on the demand. The Federal Government will provide the money," he said.
Chin also said his Ministry received an average of 1,000 complaints from dissatisfied house buyers annually.
"Only 60 per cent of these complaints are resolved by the Ministry while the rest go to court," he said.
